Basil Thomson, Executive Director
Basil Thomson is a partner at Ulman Public Policy & Federal Relations. For over a decade, Ulman Policy has assisted businesses, business organizations, governments and coalitions in developing and implementing strategies for achieving their legislative and regulatory objectives.
As Executive Director of NACA, Basil oversees day-to-day operations and manages internal and external client communications between the NACA Board of Directors, government agencies, and other similar industry groups and associations.
Basil is a graduate of the University of New Hampshire with a degree in International Affairs and Spanish. He lives in Southern Connecticut with his wife, Delaney, and their sons Reef and Griz.
Josh Leonard, Associate
Josh Leonard is an associate at Ulman Public Policy & Federal Relations. While working with NACA, Josh monitors and analyzes federal and state legislation with the potential to impact the armored car industry. As part of this process, he works with lawmakers to advance policy relevant to the industry. Additionally, Josh assists in drafting letters and materials to engage NACA’s members on important legislative and regulatory initiatives and works with similar coalitions and associations to promote the needs of the armored car industry.
Josh is a University of South Carolina graduate and holds a degree in Business Economics. He lives in the Washington Metropolitan Area.
