Josh Ulman

Executive Director

Josh Ulman is the founder of Ulman Public Policy & Federal Relations. For over a decade, Josh has assisted businesses, business organizations, governments and coalitions in developing and implementing strategies for achieving their legislative and regulatory objectives. Throughout his career, Josh has represented a wide range of industries and interests on many diverse issues and has been a key player in important legislative and regulatory initiatives. Josh has helped form and has served on the management committees for a variety of coalitions and currently manages a coalition consisting of over 600 business and professional associations.

Prior to forming Ulman Public Policy & Federal Relations, Josh was Director of Labor Law Policy at the U.S. Chamber of Commerce as well as labor and employment counsel at the Chamber’s litigation center. Josh also served as Director of Government Relations for both an association of human resource executives from Fortune 500 companies and the 300-attorney labor, employment and employee benefits section at a large international law firm. He practiced labor and employment law in Providence, Rhode Island, before coming to Washington.

Josh is a member of the Labor Relations Committee and Small Business Council of the U.S. Chamber of Commerce and a member of the Society for Human Resource Management. He regularly speaks on public policy issues. Josh received his A.B. from Vassar College and his J.D. from the George Washington University Law School. He lives in Northern Virginia with his wife, Janet Brown, and their four sons.

Jennifer Ortega

Government Affairs Manager

Jennifer Ortega is an associate with Ulman Public Policy & Federal Relations. Jennifer is the firm’s primary on-the-ground operative and regularly attends hearings, briefings and meetings on Capitol Hill and throughout the Washington, D.C. area. She works with policymakers and coalitions on behalf of clients and on a wide range of issues, including cybersecurity, proper pesticide use, worker-employer relations, occupational safety, and immigration reform. Jennifer regularly researches and monitors these and other issues as well as Congressional voting records in order to assist clients with policy analysis, advocacy strategy and PAC allocations. Jennifer also regularly assists Ulman Policy clients with monitoring state law issues.

A veteran of Capitol Hill, Jennifer worked with Rep. Todd Rokita of Indiana before joining Ulman Policy. While there, she focused her work on legislative initiatives of the congressman and constituent relations. Before her Hill experience, Jennifer worked on the New Jersey Senate Campaign for State Senator Joe Kyrillos, assisting all departments with daily responsibilities and holding a major role in the Women for Kyrillos coalition. Jennifer is a graduate of Colgate University with a degree in Political Science. She resides in Washington, D.C.
